Level Unlocks Level 0: Foundation Personnel and Janitor Level 1: Medical Department, Manufacturing Departments and Citizen Level 2: Science Level 3: Security Department Level 4: ###### Task Force Level 5: Internal Security Department, Intelligence Agency and any more. The Way We Work We work very differently to other foundations, as you go up the levels, you unlock more positions at the sites so that you can be everything by level 5.
