Description
Vault 23 was an underground fallout shelter created by Vault-Tec. A total of 200 residents originally entered the vault. Everytime a new resident is born the oldest has to sacrifice themself so that the number won't change. Vault-Tec convinced everyone inside to believe that they will all die if the number changes. A daily resident count is required to ensure that the number does not change. There will always be 200 residents in the vault if the residents of 23 cooperate.
