It may be a faction directly from the Pirates of the Caribbean universe. However, you may create your own custom faction, for instance, the Pirates of the Black Flag (Assassin's Creed), or your own pirating group. If your faction is approved, all you have to do is send a request to the main group, and you may run it like your own faction, recruiting as you like.
