United States House of Representatives The United States House of Representatives is one of two chambers of Congress, established by the Constitution in 1789 to reflect the will of the people. With 435 voting members apportioned by population, the House serves as the voice of local districts across the nation. Representatives serve two-year terms and are directly elected to craft legislation, control federal spending, and respond quickly to the changing needs of their constituents.
