Above all else. _______________ Prior to 2525, the CAA pressured the government of Harvest to create a colonial militia. Rol Pedersen, the Attorney General, accepted this request. Colonial duty was essentially a ceremonial function, primarily intended to placate the colonists' fears of pirates and marauders, so the UNSC felt a separate command would suffice to administer to these less important activities. Thus, the Colonial Military Administration was founded in 2310. _______________
