Description
The phantom ghouls are a group of ghouls that rely on stealth and strategy to achieve their goals. They gather info, plan their attacks, and strike when least expected. They despise the CCG but are not against peace and neutrality. However, in their eyes as long as the CCG exists there can not be peace, nor neutrality, and so will always be their enemy.
