Description
The Department of Civic Control was organized to manage civilian movement, public order, and access regulation in territories restored under Directive Z.E.R.O. After the Collapse left isolated populations without lawful structure, its personnel enforced checkpoints, controlled entry into secured zones, and contained civil unrest before it threatened Black Ledger authority. Through discipline, presence, and regulated enforcement, the DCC keeps civilian life under order.
