Like stated above, there is no longer a target list for any Youtubers, though if a YouTuber is claiming to be "targeted" by one of our officials or me, then that is labeled as click-bait and that person will suffer a verity of discipline our official(s) plan on doing to that person. The average consequences, by law of the Polity, can be severe.
