Description
O dönemde gelişen iç ve dış olaylar, Abdülhamid'i, doğrudan kendisine bağlı bir istihbarat teşkilatı kurmaya sevk etmişti. Bu olaylara örnek kendi veziri #### başkalarının adına ve devlete karşı çalışır olmuştu. Bunun sonucu olarak Yıldız İstihbarat Teşkilatı kuruldu. Teşkilat, emsallerinden farklı olarak devlete değil tek bir kişiye, Abdülhamid'e hizmet veriyordu. Teşkilat daha sonra, Abdülhamid lehine çalışanlar ve aleyhine çalışanlar olmak üzere ikiye ayrıldı. Teşkilat, ülke içerisinde özellikle Ermeni komitacılara karşı istihbarat faaliyetlerinde bulunmaktaydı. Bununla beraber yurt dışında da oldukça iyi organize olmuştu. Paris, Roma, Londra gibi çeşitli merkezlerde kişi ve kurumları yakından takip etmekteydi. Ç###kısa sürede geniş bir coğrafyaya yayılan hafiyeleri sayesinde saraya, ayda 3000'den fazla jurnal gelmekteydi.
