在聯合國建立的之前一個世紀為了規制國家之間的衝突，許多國際協約組織和會議被建立起來例如紅十字國際委員會和1899年及1907年海牙公約在第一次世界大戰的慘痛損失之後巴黎和會宣佈建立國際聯盟以保證國家間的和諧相處這一組織解決了一些領土爭端並在一些領域建立國際架構例如郵政航空##控制等其中一些後來被吸納進聯合國的體系中然而國際聯盟對於殖民地的代表權不夠並且諸如美國蘇聯德國和日本在內的列強參與度亦不足它無法阻止1931年日本對中國的入侵##德國的擴張1935年的第二次意大利埃塞俄比亞戰爭1937年的日本侵華戰爭以及最終出現的第二次世界大戰創立一個新的世界性組織的最初完整構想可以追溯至1939年的美國國務院。美國總統富蘭克林·德拉諾·羅斯福首先使用了「聯合國」一詞，用於描述同盟國家1942年1月1日26國政府簽訂《聯合國共同宣言》聯合國一詞得到首次正式使用1945年4月25日聯合國國際組織會議在三藩市召開50國政府及諸多非政府機構參與並起草《聯合國憲章》1945年10月24日當時的安理會五大常任理事國及多數其他簽署國共同批准憲章聯合國正式宣告成立
