Description
Keru was formed by an unnamed martial artist who believed that the gangs of Tokyo could be brought to heel and street-level crime could be controlled if a highly-organized gang made up of combat experts began operating there and drove out the other gangs. To this end, this martial artist began recruiting other trained fighters from across Japan to form this gang. The group named themselves Keru and wore black outfits to represent their membership. They also segmented themselves into ranks based on their combat skill.
