其前身為中國人民解放軍總參謀部。2015年11月，在深化國防和軍隊改革中，撤銷中國人民解放軍總參謀部，改組成立中央軍委聯合參謀部。 中央軍委聯合參謀部主要以原總參謀部作戰部等機構組建而成。聯合參謀部主要履行作戰籌劃、指揮控制和作戰指揮保障，研究擬制軍事戰略和軍事需求，組織作戰能力評估，組織指導聯合訓練、戰備建設和日常戰備工作等職能。 中央軍委聯合參謀部為正戰區級編制，但其主官普遍高配一級，為中央軍委委員，參謀長未進入軍委領導班子之前，佩戴中央軍委聯合參謀部臂章，為編制的正戰區級別，循例進入中央軍委後，佩戴中央軍委臂章，提升為軍委委員級別。
