The Emperor survived, and went into the far reaches of the Galaxy. He arrived at Exegol, a long lost Sith planet. There, with his followers, he began the production of a new navy, building the new Xyston-class Star Destroyer. It included a planet-destroying weapon, making it one of the most deadly ships in galactic history.
