Description
美国国民警卫队（United States National Guard），简称为国民兵，是美国军队的重要后备力量。美军的预备役部队分为国民警卫队和联邦后备役部队两大部分，美国国民警卫队创建于1636年12月13日，是为保卫殖民地而在波士顿建立的民兵队伍。1824年8月25日改名为国民警卫队。1903年民兵法案（Militia Act of 1903，又称迪克法案##### Act）将各州的民兵组织组合成的国民警卫队体系。除个别时候联邦可召命外，国民警卫队仍是由各州政府指挥，不能与其他专为军事作战目的而训练的后备军混淆。 平时，国防部对国民警卫队只有指导权而无指挥权，国民警卫队由各州政府指挥，受所在州专管国民警卫队事务的副州长直接领导，其主要任务是根据国防部和各州州长的命令，维护国家和当地政府的安全利益，维持社会稳定和参加抢险救灾；战时，联邦政府有权调动国民警卫队部队服现役。国民警卫队经费开支由联邦政府和州政府共同承担.国民警卫队司令部机关的正式工作人员既是州政府工作人员，又是国民警卫队队员，按政府行政级别领取工资。国民警卫队队员大部分直接从地方招募而来，编组成各部（分）队。
