It is a Constitutional Imperial Parliamentary Monarchy, with the Tsar holding most power and the elected Imperial State Duma advising the Tsar and the Prime Minister who is appointed by the Tsar to assist in running the Government. A failed purchase of Alaska in 1867 allowed for the counterrevolutionaries and remaining Romanov Exiles to escape there during the revolution, and with American and British ships in the baring sea, the Red Army was unable to cross and completely defeat the counterrevolutionaries.
