Welcome to Santa Modesta Highway Patrol The Santa Modesta Highway Patrol is a state-wide law enforcement agency. Formed in August, 1931, The SMHP has primary jurisdiction over all Santa Modesta highways and roads and streets, provide services to protect state buildings and facilities, and responsible for the investigation and enforcing of traffic laws in incorporated cities.
