警察是指国家及其统治者，根据国家和统治者阶级的意志，按照确定标准设置的警察机关及其警务人员。一般指按照具有武装性质的维护国家安全和社会治安秩序，在警察机关中行使警察职权，履行警察职责的国家公职人员。公务人员乃直接或间接从事国家及公共团体事务或政务的人员。警察人员是执行警察任务的公务人员。警察人员则为执行警察任务，即依法维持社会治安秩序、公共秩序、保护社会安全、防止一切危害国家、危害社会行为的发生。惩治危害国家安全和利益的一切违法犯罪分子。警察专门执行维护国家安全和社会治安秩序职能。其行为是依靠国家强制力保障实施的。
