Description
The Papal States, officially the State of the Church, was a central-Italian state centered on the city of Rome. It was formed when the Frankish King, Pepin the Short, handed lands to Pope Stephen II to act as a way to consolidate his power through the influence of the Pope. Its power lay in the influence of the Pope, the head of the Catholic Church. It served as both a seat of religious and political authority throughout Europe during the height of the Church's authority, with an exception during the Avignon Papacy.
