Tras el 24 de marzo de ese año, el Comandante en Jefe del Ejército asumió simultáneamente la conducción de la Junta Militar, transformando a la fuerza en el eje del poder político y de seguridad del país En el marco de la organización territorial militar de 1976, la ciudad de Viedma y su área de influencia se encontraban bajo la jurisdicción directa de la Subzona 51.
