Description
Since the Xinhai Revolution, Xinjiang had affectively turned itself into a Totalitarian warlord state with the power going all to the provincial governor, which had be recognized by the last emperor of the Empire of China. Unlike most other warlords, Xinjiang has had foreign rulers that were not from China. Much like other warlords, Xinjiang recognizes the legitimate government as whoever occupies the capital of China, Beijing.
