The O5 Council decides what is safe, and the Ethics Committee determines what is ethical. While the Foundation has always taken a pragmatic approach to ethical dilemmas, the Ethics Committee has pledged to make only the necessary sacrifices, whichever is less. Foundation personnel should be aware that the Ethics Committee is constantly monitoring, evaluating, and making decisions.
