Overview: The Ministry of Intelligence, commonly referred to as the MOI or “The Instructors” is the most strict, disciplined, and regimented sector of the Top Hat Clan. It is a close knit and trusted agency within the clan dedicated to stabilising and keeping the clan together. They work on the inside by keeping the clan stable and controlled during raids, assisting in the smooth running of the clan’s daily activities, and perpetually keeping the organisation efforts of the clan and divisions in check through inspections. They work on the outside by managing PR with allied mafias and maintaining strong relations, while also acting as a department for any reconnaissance, espionage, or counterintelligence efforts with enemy mafias.
