Description

The Daijō-kan (太政官), or Council of State, was the supreme governing body of the imperial government under the Ritsuryō system, functioning as the central executive authority beneath the Emperor. It was composed of the highest-ranking officials—such as the Daijō-daijin (Chancellor), Sadaijin (Minister of the Left), and Udaijin (Minister of the Right)—who collectively deliberated on state policy, administration, and major decisions of governance. The Daijō-kan coordinated the activities of all ministries, issued administrative orders, and ensured that imperial edicts were implemented throughout the state.
