Color: 'White' The New California Republic (NCR) is a sprawling democratic federation in the post-apocalyptic world of the Fallout series, known for its flag featuring a two-headed bear and its commitment to democracy, rule of law, and territorial expansion. Founded in the aftermath of the Great War that devastated the United States, the NCR arose from the remnants of the survivors in the wasteland of Southern California. At its core, the NCR is a nation striving for the revival of pre-war values such as democracy, liberty, and the rule of law. Its government is a representative democracy, with a President elected by the people and a Congress that passes laws. The NCR's capital is the bustling city of Shady Sands, later known as the New California Republic.
