FEDERAL LAW ENFORCEMENT AGENCY, SHADOW ENFORCEMENT BUREAU (SEB) ──────────────────────────────────────────────── The Shadow Enforcement Bureau (SEB) is an undercover black operations federal law enforcement agency that functions under the [REDACTED] Command Office. Established as a federal agency under Directive 9-B in 1987, the SEB conducts ultra-covert counterintelligence, infiltration, and high-risk enforcement missions that are outside the jurisdictions of normal federal or military divisions. The Bureau is formally nonexistent, in any public database, or chain of command. Hence, all funding, personnel documentation, and mission authorizations are processed through [REDACTED] channels. The operatives are trained for silent infiltration, psychological warfare, and rapid termination under conditions of complete deniability.
