中国人民解放军最早于1980年代中期对现代特种作战感兴趣，并把作战概念从过去的“人民战争”转变为“在高技术条件下打一场局部战争”。解放军的规划者认为，未来的战争将会是短暂和快节奏的周边冲突，而非在中国领土进行的一场全面战争，还有陆军中的大多数传统步兵并不能再满足要求
