Description
Formed as an underground network of refugees and dissidents for harboring enemies of the UU, the TLC has never been an army, but more of a chaotic body of people united under a single goal and bound by it's hatred for the Combine. Built throughout connected canals and forgotten metro stations, the recent deployment of new transhuman units in the city forces the local populace to form a paramilitary wing. In the new Tokyo, the Collective is both a sanctuary for those in need and an example of organized anarchy.
