David Neeleman, brasileiro criado nos Estados Unidos, que também foi o co-fundador da WestJet e da Morris Air, após sofrer afastamento da presidência da companhia que ele mesmo fundou, a JetBlue Airways, começou a anunciar, em março de 2008, seus planos de fundar uma nova companhia aérea low-cost no Brasil. Mesmo sem nome definido, a empresa já tinha uma encomenda de 36 aeronaves do tipo E-195 da Embraer com opção de 40 unidades em um contrato estimado em 3 bilhões de dólares.
