𝘾𝙄𝙑𝙄𝙇 𝙋𝙍𝙊𝙏𝙀𝘾𝙏𝙄𝙊𝙉 ■▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬■ THE UNIVERSE OF HALF-LIFE ■▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬■ Civil Protection is the street-level enforcement arm of the Combine Civil Authority the human face of Union control. Recruited from the civilian population, CP units are the first and most visible presence of Combine authority in the city. They patrol the blocks, manage checkpoints, enforce ration distribution, and ensure that the population remains within the boundaries of sanctioned behavior. They are not augmented. They are not conditioned beyond basic training and ideological orientation. They chose this. A uniform, a ration upgrade, and the understanding that the alternative was to remain on the other side of the checkpoint. Civil Protection is not the Union's strongest instrument. It is its most efficient one human beings policing human beings, so that the Overwatch does not have to do it personally. Most citizens will never see an OTA unit.
