Amid the chaos, the United States Anomalous Affairs Commission (USAAC) establishes Site-64 in the remote city of Norilsk, Russia. Informally called "PROJECT ORION," this top-secret facility houses numerous anomalous artifacts of significant power and mystery. The reasoning behind Norilsk’s selection remains classified.
