辅警是根据社会治安形势发展和公安工作实际需要，面向社会招聘，为公安机关日常运转和警务活动提供辅助支持的非人民警察身份人员。辅警由公安机关直接指挥和管理，主要用于社会联防巡逻，并赋予基本的执法权。辅警队伍的功能与配备介于保安与正规警察之间，辅警会配备基本的警械如警棍等。
