About: The Council was created after the old nation-state order became too fragmented to handle planetary-scale problems. By the time humanity became a serious spacefaring civilization, the remaining minor states had either collapsed, merged, federalized, or been absorbed into larger continental powers. The Council became the legal mechanism that finished that process without making Earth into a single empire. Its stated purpose was noble: preserve Earth, coordinate humanity’s response to existential threats, and prevent any one power bloc from dominating the Solar System. Its practical purpose was harder-edged: control the remaining independent states, regulate their territory, and make sure no small government, corporation, or rogue military could endanger Earth during first-contact or hostile-entity scenarios.
