Description
[Unit Created in the 1960s] XOF is a elite task force designated to support and aid in CIA covert operations in which they would clean up after the FOX unit. Both units were designed to work secretly and were originally created by the one known as "Zero/Major Zero" or now known as "Cipher" (Depends on the year). Cipher appointed his executive officer "Skull Face" to lead this unit and be the one to carry out his orders throughout his organization. In 1970, Cipher found the entirety of the Philosopher's Legacy which played a big role in the existence of the FOX unit, meaning after the operation was completed the FOX unit was completely disbanded and XOF stepping up to replace them, but not in a way where they would work directly for the CIA, rather for Cipher himself. XOF was then transformed into Cipher's very own covert operations group which will safeguard and act accordingly towards his goals and ideals with Skull Face being the lead of it's operations.
