Formed in the wake of Outer Heaven’s collapse, the Orion Initiative was established under covert directives from the U.S. Department of Defense. Where FOXHOUND had become infamous—its name forever scarred by revolt and betrayal—the Orion Initiative was designed to be its replacement: a black-ops infiltration and counter-terrorist unit, trained to handle missions deemed impossible even for special forces. The Initiative inherited FOXHOUND’s tactics but stripped away its public profile. Unlike its predecessor, Orion operated exclusively in the shadows, denying its own existence.
