The Scarlet Covenant is a governmental pact forged between the ruling Daevas and the Scarlet King. It bound the Daevite state to the will of the King through blood and oath, granting the Empire supernatural power in exchange for absolute loyalty and obedience. Members of the Covenant, both mortal and divine, worked together to enforce the Scarlet Faith, maintain the caste system, and wage war against the enemies of their god.
