Description
A prestigious assembly of scholars, nobles, and officials formed to advise the Emperor, draft policies, and oversee administrative ethics. The Han Imperial exists at the Emperor’s pleasure, but with a “Mandate of Morality” (德命) that gives it moral legitimacy rooted in Confucian virtue. The Emperor can veto any decision, but the Court's majority resolutions carry significant political and symbolic weight.
