The Whispering Fleet was a formidable rogue faction of former Novarian admirals and high-ranking naval officers who defected from the empire with the dream of creating a new, autonomous breakaway empire. Dissatisfied with the emperor’s increasingly authoritarian rule and the Empire’s growing internal corruption, the leaders of the Whispering Fleet envisioned a realm where military honor and strategic prowess would guide governance rather than political machinations and fear. The Whispering Fleet took its name from its tactics—subtle and elusive, relying on stealth, covert operations, and propaganda to undermine the Novarian Empire's rule from the shadows. They were known to operate on the fringes of space, where imperial authority was thin, often vanishing into deep space before imperial forces could fully mobilize against them.
