各级人民武装部是本地区或本单位的军事领导指挥机关，也是同级地方中国共产党委员会的军事工作部门和政府的兵役工作机构，受上级军事机关和同级地方党委、人民政府的双重领导。中共县（旗）、县级市、市辖区委书记兼任人民武装部党委第一书记，人民武装部的一名主官参加同级地方党委员会常务委员会，人民武装部的一名主官参加同级人民政府常务办公会议。县人民武装部又是本级人民武装委员会的办事机关，负责承办人民武装委员会的日常工作。主要任务是负责辖区内的民兵、兵役、动员工作。
