Description
The Outer Colonies Commission was formed in 2091 as part of the Interstellar Decentralization Accord, a series of emergency treaties brokered after the UTC was formally dissolved following the Luna Summit Mutiny. The OCC was not a federation or democratic body, but a civil-military administrative authority created to maintain order, manage infrastructure, and oversee economic and security matters in humanity's outermost territories. Rather than serve as a representative government, the OCC was structured more like a colonial ministry — technocratic, hierarchical, and authoritarian. It was designed to be flexible, durable, and above all, loyal to the Continuation Mandate: humanity must survive, expand, and stabilize — at any cost.
