Horizon Outreach Division (HOD) #36021020
Description
Acts as a charitable, diplomatic, and media-friendly organization that masks the true operations of the PMC. In-universe, they negotiate with governments, rebuild warzones, or supply aid — while secretly pulling strings and redirecting contracts toward Black Horizon. Could include PR agents, diplomats, and “observers.”
