Description
BlackSpire Force is a band of rebels who have settled in the derelict parts of City 8. The group employs ambush and sabotage to hunt down Civil Protection and Combine patrols. The BlackSpire refuse to negotiate or cooperate with the Combine under any circumstance. They are an anonymous, continual extermination target for Overwatch.
