Description
The Inmate Council, also known as ICO, is responsible to ensure the rights of inmates. You can't be in the main RCF group if you're in this group, and only inmate councilors are allowed to accept other inmates. The Inmate Council must have proof of actual abuse to pursue any action, any tampered or non-abusive reports will just get ignored.
