Secure. Contain. Protect. The Foundation. We are a Foundation designed to contain creatures not of this world. We are a split government and are democratic. We will elect everyone besides the Administrator. He will rule this and keep it civil. The Council will be elected and are the most supreme they control the Foundation and will make big decisions. Any Council I do not approve of will be CE permanently. ###### Task Force will be the most elite. they will be have handcuffs and all access though they must be level III to sustain there elite role. Next will be the Security. They will get the Class-D's from their cells for a Scientist/Medical. (If no Security is online MTF will carry out the procedure.) Scientist and Medical are important but if there is a breach they will be locked up. (Anything above Security is not required to be put in breach shelter) That is all. Sincerely, The Administrator
