O Rei mantendo uma figura de fachada, monarca e fora do seu tempo, com poder cada vez mais limitado. Portanto, ele possui uma grande popularidade moral e uma reputação populista, tentando desesperadamente correr atras de mais espaço na política complicada na Itália. E o balanço do poder se mantem em equilíbrio...
