O5议会决定何为安全，伦理委员会则判断何为伦理。尽管基金会对道德困境一向采取实用主义措施，伦理委员会保证只作出必要的牺牲，两害相权时一定取其轻者。基金会员工应该明白伦理委员会无时无刻不在监督，评估，以及作出决断。 机动特遣队Omega-1（“Law's Left Hand”-律法左手）特遣队任务：授权在发现基金会高层人员出现违反道德行为时，将其撤职或处决。仅听从伦理委员会命令，对应O5的“红右手”。
