Description
The Ōkura-shō (大蔵省), or Ministry of the Treasury, was the central financial authority of the Ritsuryō state. It was responsible for managing the empire’s wealth, including taxation, state revenues, and the storage of goods collected as tax (such as rice, cloth, and other commodities). Its duties included overseeing granaries, warehouses, and treasuries, regulating the flow of resources into and out of the capital, and maintaining records of income and expenditure. The ministry also supervised coinage, weights and measures, and certain aspects of trade, ensuring economic standardization across the realm.
