Description
The Ketsuike are a horde of Ghouls with an enigmatic objective in mind. They were referred to as Clowns, and their goal was to "have the final laugh." According to Hisashi Ogura's New Book of Ghoul Dismantling, read by Hideyoshi Nagachika, the CCG had planned a famous probe on them in the 3rd ward.
