Tiberion Agency of the Unrooted 약자 정부 휘하의 독립된 초거대 군산복합체 원래대로라면 1947년 세계 각지에서 발견된 유기체형 우라늄 “BU-10” 을 채취 및 연구, 회수하기위해 정부 휘하로 편입되었으나 편입과 동시에 대규모로 투입된 민간자본으로 인해 고위급 인사 대부분이 갈아치워지며 정부휘하의 겉모습만 유지중인 초거대 군산복합체로 재탄생되었습니다. 이로 인해 고위경영진들 (CVO,CFO,COO) 과 중앙통제관리국장 (CCMB-C) 사이에는 항상 문제가 발생합니다. 이들은 각 나라의 제식을 바탕으로 양질의 훈련과 정부 휘하를 핑계로 군용 무기까지도 사용할수 있는 막강한 권력을 손에 쥐게 되었습니다. 그리고 이러한 권력은 1970년 발생한 대규모의 유기질기상재해 및 BU-10 기생체 피폭사태로 인해 더욱 강화됩니다. 이로서 그들은 BU-10으로 인해 오염된 구역을 정리하고, 이로 인한 피폭체들을 연구하는, 무소불위의 정부마저 주무르는 권력을 지닌 초거대 군산복합체로 거듭났습니다.
