Yet her strength conceals deep fractures. The ancient Freeholder families and the Old Stock continue to dominate the Commonwealth’s institutions, while the burgeoning western counties, factories, and cities grow ever more restless beneath a system that grants them little influence. Reformers demand representation; traditionalists promise stability. As tensions mount, the Commonwealth must decide whether to embrace a new constitutional settlement or defend the order that has governed her for generations.
