Description
The Minbu-shō (民部省), or Ministry of Popular Affairs, was responsible for the administration of the empire’s civil population, land, and taxation system under the Ritsuryō state. Its main functions included maintaining population registers (koseki), land records, and tax rolls, which formed the basis for assessing corvée labor, tribute, and agricultural taxes. It also handled allocation of rice fields (handen shūju) and monitored provincial reporting on households and productivity.
